Development aid and humanitarian assistance have also stagnated, revealing shortcomings in addressing the intensifying crises across various regions. Behind this phenomenon lies a historic structural transformation in the international community. In Africa, even as UN PKOs expanded in the past, there has been a consistent trend of growth in \"partnership-based international peace operations,\" carried out in collaboration between the UN, (quasi-)regional organizations, and various regional initiatives. However, as the prominence of UN PKOs wanes, African partners in these initiatives are increasingly compelled to adapt. Somalia serves as an example, illustrating how African political initiatives through regional organizations are being respected, with the UN playing a growing role in providing supporting assistance. Nonetheless, challenges remain, such as the necessity for the absence of rivalries among regional powers and the risk of the African Peace and Security Architecture (APSA) losing its functionality.
