| 内容記述 | This paper aims to clarify the whole picture of Kansai Trading Company (1881-1883) and the activities of Tomoatsu Godai within it. This analysis will help shed light on one aspect of the transformation process in the policies for promoting new industries in the 1880s. Kansai Trading Company was founded by Tomoatsu Godai, who was associated with major politicians in the government, with investments from powerful merchants in Osaka and other parts of the Kansai region. The company started business using the bases of other companies in which Godai was involved. As the government had financed some of these companies, Kansai Trading Company indirectly benefited. The initial purpose of Kansai Trading Company was to carry out direct export, that is, trade without foreign traders. However, the government’s policy of encouraging direct exports changed at about the same time as the company’s foundation. Godai established a policy of limiting trade to China and focused on exporting kelp produced in Hokkaido as well as starting domestic commercial transactions related to Hokkaido, but some shareholders may have been dissatisfied with the departure from the original purpose of direct export. At the strong request of Hokkaido Development Commissioner, Kansai Trading Company lent production funds to kelp producers in Hokkaido. In the end, the company’s business failed because it was at the mercy of changes in government policy. Also, since the company was a joint-stock company, the wishes of its shareholders had to be taken into consideration, which made it difficult to change its policy flexibly. |
