| 内容記述 | 21 世紀に入って拡大傾向を続けていた国連PKO（平和維持活動）は、過去10 年弱の短期間に劇的な減少を見せた。開発援助や人道援助も伸び悩みの傾向が顕著だ。各地で深刻化している危機への対応に不備が生まれている。この事情の背景には、国際社会の歴史的な構造転換がある。アフリカでは、国連PKO の規模が拡大していた時代から、国連と（準）地域組織や様々な地域的イニシアチブが協力しながら進める「パートナーシップ国際平和活動」が広がる傾向は確固として残っている。ただし、国連PKO の存在感が減っていく中で、パートナーとなるアフリカ側も変容を迫られている。ソマリアは、地域機構等のアフリカの政治イニシアチブが尊重され、国連は側面支援の役割を担う場合が増えていくことを示唆する事例だ。ただし、アフリカ諸国の活動の条件として域内大国の確執の不在などの条件や、APSA（African Peace and SecurityArchitecture）の形骸化といった傾向などを指摘することできるだろう。また、アフリカ諸国が「多元的な」国連PKO をモデルにした活動を追求していく兆しはない。 | |||||||||||

| 内容記述 | United Nations Peacekeeping Operations (PKOs), which had been expanding since the start of the 21st century, have shown a dramatic decline in just under a decade. Development aid and humanitarian assistance have also stagnated, revealing shortcomings in addressing the intensifying crises across various regions. Behind this phenomenon lies a historic structural transformation in the international community. In Africa, even as UN PKOs expanded in the past, there has been a consistent trend of growth in "partnership-based international peace operations," carried out in collaboration between the UN, (quasi-)regional organizations, and various regional initiatives. However, as the prominence of UN PKOs wanes, African partners in these initiatives are increasingly compelled to adapt. Somalia serves as an example, illustrating how African political initiatives through regional organizations are being respected, with the UN playing a growing role in providing supporting assistance. Nonetheless, challenges remain, such as the necessity for the absence of rivalries among regional powers and the risk of the African Peace and Security Architecture (APSA) losing its functionality. Additionally, there is no clear indication that African countries are pursuing activities modeled on "multidimensional" UN PKOs. | |||||||||||
